The non-use of force against Georgia
addresses of the Presidents of the Republic of Abkhazia and the Republic
of South Ossetia were officially extended in the UN Security Council in
late January, 2011. It is a strong and effective step aimed at
qualitative strengthening of stability and security in Transcaucasia”,
the comment on the non-use of force in Transcaucasia by the Russian MFA
official representative Alexander Lukashevich extended on February 1
says.
As is known, the Presidents of Abkhazia
and South Ossetia made public unilateral statements in the end of last
year. They reflect a clear and distinct intention of the two republics’
leadership to assume international legal obligations on the non-use of
force against Georgia. The emphasized wish to build equitable
good-neighborly relations with Tbilisi is no less important. It is an
indisputable prerequisite of peaceful and problem-free future for all
the nation of the region.
“In contrast to this, the statement on the
non-use of force made by Saakashvili on November 23, 2010 in Strasbourg
contains hidden threats and pejorative words in respect of his own
neighbors what, certainly, has considerably devaluated its significance.
His latest statements voiced on January 25 of this year on the “First
Information Caucasian” TV channel make doubt the sincerity of the
Georgian President’s intentions even more. Mikheil Saakashvili literally
urged all Georgians to celebrate the next New Year’s Eve in Sukhum,
declared that Georgia is in the state of war with Russia, and once again
made rude attacks on the leadership of the Russian Federation. The fact
that the Georgian authorities are persistently pursuing the policy of
further deterioration of relations with Russia proved to be true. The
fears of the Abkhaz and South Ossetian parties regarding their security
in view of the presence of a direct threat from Georgia are also
legitimate”, Lukashevich's comment says.
After such statements of the Georgian
President, according to the Russian MFA representative, it is difficult
to continue serious discussion of the issues related to the introduction
of measures of confidence and return of refugees as provided by the
range of questions of the Geneva discussions on Transcaucasia.
“The real attitude of mind in Tbilisi is
inconsistent at all with the solemn promises for the international
audience in Strasbourg and other western cities. The situation in Geneva
appears to be thrown back by the Georgian leadership’s efforts. Taking
it into account, it is clear that the top priority of the Geneva
discussions is ensuring lasting security of Abkhazia and South Ossetia,
giving them guarantees of the non-use of force from Georgia. We will
consider it preparing the new, 15th round scheduled for March 4 of this
year”, Lukashevich said.
The official representative of the
Ministry of Foreign Affairs of Russia hopes that the international
community, and, first of all, the UN, OSCE and the EU as cochairmen of
the Geneva meetings, “will assess adequately the current situation and
will support the efforts of the Russian Federation aimed at
strengthening still fragile security and stability in this region”.
