 Russie-Abkhazie: renforcer la base juridique des relations (Medvedev)

 

Moscou, La Russie souhaite développer ses relations avec l'Abkhazie en renforçant la base juridique de ces dernières, a indiqué jeudi le président russe Dmitri Medvedev dans un message de félicitation à son homologue abkhaz Sergueï Bagapch à l'occasion de la Journée de l'indépendance de la république.

 

"Nous souhaitons promouvoir les relations entre les Etats russe et abkhaz, renforcer leur base juridique et les étoffer de projets de coopération mutuellement avantageux. Je suis persuadé que cela répond pleinement aux intérêts des peuples de nos deux pays, contribue au renforcement de la sécurité et de la stabilité dans la région", stipule le message présidentiel, cité par le service de presse du Kremlin.

 

Le 26 août 2008, après une attaque géorgienne contre la capitale sud-ossète Tskhinvali, la Russie a reconnu l'indépendance de l'Ossétie du Sud et de l'Abkhazie. L'exemple de Moscou a été imité par le Nicaragua, le Venezuela et le petit Etat insulaire de Nauru, dans le Pacifique.

 L'APCE devrait renoncer à se réunir en Géorgie (Moscou)

 

Moscou, En raison de la politique de Tbilissi en matière de visas, l'Assemblée parlementaire du Conseil de l'Europe (APCE) devrait renoncer à se réunir sur le territoire géorgien, a annoncé jeudi aux journalistes le chef de la délégation russe auprès de l'institution Konstantin Kossatchev.

 

"Personnellement, je considère que l'Assemblée aurait dû renoncer à tenir toute manifestation du Conseil de l'Europe en Géorgie, tant que la politique des visas menée par cette dernière n'est pas revue", a indiqué le responsable aux journalistes.

 

La réunion de la Commission des questions juridiques et des droits de l'homme de l'APCE devait se tenir les 16 et 17 septembre dernier en Géorgie. Toutefois, la partie géorgienne a refusé le 10 septembre de délivrer un visa d'entrée au député russe Sergueï Markov, qui devait assister à la réunion, ce dernier ayant visité les "territoires occupés géorgiens" (Abkhazie et Ossétie du Sud, ndlr) sans autorisation de Tbilissi. La Russie a donc décidé de boycotter l'événement.

 

Selon M. Kossatchev cet incident a provoqué un tollé au sein de l'Assemblée.

 

"Une analyse juridique des circonstances de cette affaire est en cours. D'après les informations dont je dispose, il est peu probable que la position des autorités géorgiennes soit soutenue par l'Assemblée", a ajouté le délégué russe.

 

"Nous attendons des décisions responsables et équilibrées", a conclu M.Kossatchev.

 

La Russie a reconnu l'indépendance des anciennes autonomies géorgiennes, l'Abkhazie et l'Ossétie du Sud, après l'agression de Tbilissi contre l'Ossétie du Sud en août 2008. Affirmant avoir été "victime d'une provocation russe", la Géorgie a rompu les relations diplomatiques avec Moscou et décrété les républiques "territoires occupés".

 Russia wants to improve legal base of relations with Abkhazia

 

Moscow, Russia hopes to strengthen the legal basis of its relations with Abkhazia, Russian President Dmitry Medvedev said on Thursday.

 

"We expect the further development of Russian-Abkhaz relations and the improvement of the legal basis of ties," Medvedev said in a congratulatory message to Abkhaz President Sergey Bagapsh on the republic's Independence Day.

 

"I am sure that this completely corresponds to the interests of the Russian and Abkhaz people - it boosts stability and security in the region," the Russian president added.

 

"This holiday symbolizes the longstanding desire of the Abkhaz people to determine their lives for themselves and to live in peace with all their neighbors," Medvedev added.

 

The Russian president also pledged to render aid to Abkhazia.

 

Russia recognized Abkhazia and nearby South Ossetia as independent states two weeks after a five-day war with Georgia in August 2008, which began when Georgian forces attacked South Ossetia in an attempt to bring it back under central control.

 

Since then, Russia has deployed thousands of troops and border guards to the two regions, which Georgia considers part of its sovereign territory.

 By investigation's primary lead attempt on vice-president of Abkhazia linked with his professional activity

 

Sukhum, By the primary lead of the investigation, the attempt committed Thursday on the vice-president of Abkhazia Alexander Ankuab is linked with his professional activity, the first deputy Prosecutor General Beslan Kvitsinia said. He heads the committee of inquiry composed of the Prosecutor General's Office, the Ministry of Internal Affairs, and the State Security Service agents.

 

Kvitsinia specified that specialists in crime detection continue to work at the scene, RPG-26 grenade launcher shell splinters have been already discovered. It is also established that the criminal fired from a handbreadth away from the territory adjacent to the house.

 

“Many details of the attempt say that this crime is, most likely, of contract nature, and is linked with professional activity of the victim”, Kvitsinia said.

 

The night before an unknown person has fired upon the house in Gudauta where Alexander Ankuab lives. The near relations who were in the house were not injured.

 

According to information for 01:00 pm, the injured in a stable state. Ankuab received injuries to a leg and arm.

According to the first deputy Interior Minister Ramin Gablaya, the incident occurred last night at 2:15am Moscow time.
 

An unknown person fired a RPG-26 grenade launcher and hit the roof of the two-storeyed house. As a result of the blast Alexander Ankuab got his leg and arm wounded.
 

Representatives of the State Security Service, the Ministry of Internal Affairs, the Prosecutor General's Office arrived at the scene. Specialists for the expert and forensic centre headed by Eduard Manargia are carrying out necessary work. Necessary investigation actions are being taken.
 

According to the Ministry of Internal Affairs, it has already been the fifth attempt on Alexander Ankuab's life since 2005.

 Defense Ministry prepares to marcc past on the Victory and Independence Day

 

On the Victory and Independence Day, September 30, soldiers will march past in Sukhum in Aidgylara Street near the Glory Park.

 

According to the deputy Defense Minister Beslan Tsvizhba, up to 600 service met will take part in the march in honour of the 17th anniversary of Abkhazia's liberation from the troops of the State Council of Georgia. Including: service men of the 7th artillery regiment, the independent signal battalion, the mountain-rifle battalion, the base of storage of weapons and equipment, the special mission unit, the independent marines battalion, the tank and motorized infantry battalions, service women, cadets of the Sukhum General Military School, the Sukhum Police Academy of the Ministry of Internal Affairs, the EMERCOD and the border guard detachment of the State Security Service units.

 

Traditionally, the Ministry of Defence Orchestra will take part in the events. The participants have already had several rehearsals, and the dress rehearsal will take place nearer to the holiday.
 

According to Beslan Tsvizhba, the Ministry of Defence also plans different events dated for the 17th  anniversary of the Victory. They are both a grand meeting, and incentives to service men and officers, and, of course,  congratulation of the 1992-1993 Patriotic War of the Abkhaz Nation veterans.

CWP Coal Washing Plants Machinery Industry & Trade Co which was founded in 1990 has been operating in Izmir with its closed production area of 5.000m2. There products are sold in both national and international markets with high demand.

 

CWP Coal Washing Plants Machinery Industry & Trade Co completed and engaged two coal washing plants in Abkhazia. One of them was completed for TKUARCAL UGOL co ltd. The project consists of a slurry coal washing plant and coal vacuum disc filtration plant.

 

Second one is another coal washing plant which was manufactured and engaged for Zeta Mining, with the capacities; 150 tonne per hour +0.5 mm to 40 mm.

 

With its recent business in Abkhazia as well as the projects undertaken in Bulgaria, Serbia and Georgia, CWP aims to be a respected player in the Black Sea and Russian markets. CWP now seeks to find a solid place in all markets Worldwide through its quality products and its experience in the sector. A twice free-style wrestling world champion 23-year-old Denis Tsargush has arrived in Abkhazia.
 

His family, numerous fans and trainers – a master of sports, international class, a 1982 free-style wrestling champion of Europe Rush Hutaba, Denis' first trainer Dzharnaz Benia, the director of sports school Dzuka Benia met him at the Sochi airport.
 

Compatriots organized a ceremonial welcome to Denis at the Russian-Abkhaz border too.  

Upon arrival to the native town of Gudauta, the eminent athlete laid flowers to a tomb of the soldiers fallen in the 1992-1993 Patriotic War of the Abkhaz Nation.
 

On the occasion of Tsargush's arrival in Gudauta an official reception where the President of the republic Sergey Bagapsh congratulated the athlete on his victory and wished him good luck and  further achievements in sports was held.  
 

On September 12, 2010 Denis Tsargush as a member of the Russian national team won a gold medal of the Greek-Roman, free-style and women's wrestling Moscow World Championship in the category to 74 kg. After the final fight the athlete admitted he had had no doubts about his victory and had worried only because of the presence of a considerable number of his fellow countrymen at the stands. For Tsargush it is already the second victory in his career in World Championships.

The Abkhaz Foreign Minister Maxim Gunjia received the adviser to the Directorate General for Political Affairs of the Council of Europe Alena Petsun, a spokesperson for the Foreign Ministry said.
 

During the meeting Alena Petsun told the Minister about the work of her department linked with the preparation of a report on the situation in the region.
 

The adviser was also interested in the Minister's opinion of the efficiency of Geneva discussions and the five-sided mechanism on incident prevention in the Gal district.
 

Maxim Gunjia told the guests about the course of Geneva discussions, adding that, despite lack of apparent progress, it is a very important political ground, where the parties have the possibility of exchanging opinions of all the core items of the agenda.
 

 

“In turn five-sided meetings in Gal gives the chance of discussing everyday problems emerging in this region”, the Minister emphasized.
 

The Council of Europe representatives were also interested in the issues linked with international organisations' activity in Abkhazia.
 

Maxim Gunjia pointed to the efficient work of many humanitarian organisations, such as the International Committee of the Red Cross, “The Halo Trust” British humanitarian mine clearance organisation, “Doctors without Borders” (MSF) and others, carrying out humanitarian activity in the republic throughout many years.

 Abkhazia: Bagapsh to Consider Return of Real Estate to Russians

 

Sukhum, President Bagapsh is considering the return of properties to Russians who previously fled Abkhazia, promising to decide on a case-by-case basis.

 

Abkhazia will consider individually cases of returning real estate property to Russians, who had to leave the country earlier and who are returning to live in the republic, Abkhazia’s President Sergei Bagapsh said on Monday commenting on the news published in Russia’s media.

 

“No rights will be infringed,” he promised. “A different approach may be used for a case where, for example, an individual left Abkhazia in 1992 and appears all of a sudden in 2010, which is 18 years later.”

 

“In such a case, the former house may not exist any longer, and a new building may occupy the slot, that is why each case should be considered individually,” he explained.

 

Bagapsh takes part in Tskhinval’s celebrations of the 20th anniversary of South Ossetia’s independence.

Sukhum, Information in the press that Abkhazia is ready to deploy a new UN Mission or UN observers is far from the current political reality and reflects only theoretically acceptable possibilities or variants, the head of Abkhaz delegation at the Geneva discussions Vyacheslav Chirikba declared.

 

As is well known, the United Nations Mission finished its work in Abkhazia in 2009 in connection with the termination of its mandate. After that Abkhazia never carried on any concrete negotiations with anybody on a new UN Mission.

 

“Abkhazia maintains close contacts with the United Nations, in particular in the format of Geneva discussions. UN high ranking officials pay visits to Abkhazia. UN representatives participate in regular five-sided Gal meetings within the framework of the joint mechanism on incident prevention and response”, Chirikba said.

 

He expressed hope that “in the future Abkhazia will become a member of this global international organization and then the presence of a full-fledged UN representative office here will be quite natural”. But it is too early to speak about it so far, the head of Abkhaz delegation at the Geneva discussions believes.

 Abkhazia might agree to UN Observers deployment in its territory

 

Sukhum, The Abkhaz authorities intend to propose a new draft agreement on the non-use of force at the next round of Geneva discussions, the President's envoy to the international discussions in Geneva Vyacheslav Chirikba declared Tuesday. He said that “in all there are four drafts - Russian, Abkhaz, South Ossetian and Georgian”. The Abkhaz variant of the agreement, as he said, “consists of two basic statutes - declaration on the non-use of force, and guarantees of maintaining a peacful situation in the region”.

 

Chirikba does not rule out that “as one of the elements of the agreement observance mechanism the issue of deploying observers on either side of the border between Abkhazia and Georgia could be considered”.

 

“Those will be not peacekeeping forces. Those might be observer posts- those of the United Nations on our side, the European Union ones - on the Georgian side that would watch the situation and report, if there was any escalation of tension. At least, they should have a ground and they could have the possibility to report on these violations”, Chirikba said.

 

“All the details are still in the process of discussion, and the Abkhaz party is ready to consider alternative variants”, he declared.

 

Sukhum is not against “a small UN Mission” in the territory of Abkhazia that would mediate between Sukhum and Tbilisi, as well as have contacts with the Russian side. These functions performance by European observers is considered impossible by Sukhum, as the European Union took a hard line regarding the recognition of Abkhazia's independence.

Sukhum, Representatives of the Sukhum branch of the “Mothers of Abkhazia for peace and social justice” movement took part in mourning events in the city of Beslan (North Ossetia), dedicated to the sixth anniversary of the act of terror at #1 school.

 

On September 1, 2004 militants took 1128 people hostage. As a result of the act of terror 334 peole, including 186 children were killed.

Sukhum, Young athletes from Abkhazia took part in the third sports youth festival of compatriots of the abroad, held from August 23 through August 29 in Moscow.

 

Young athletes from 52 countries participated in the festival organized by the Council of Russian compatriots with support of the government of Moscow.

 

13 athletes from Abkhazia participated in the free-style wrestling tournament, volleyball (girls), table tennis and chess. They took the first and second place in free-style wrestling, the third one in volleyball.

 

“The Cabinet of Abkhazia rendered financial support in equipping our team, and the Ministry of Education and the State Committee on Youth and Sports helped to form the team. Our wrestlers were trained by Astamur Benia, volleyball players by Oleg Lakrba”, the head of Association of economic assistance to Russian compatriots in Abkhazia M. Malaichuk said.

 

The Council of Russian compatriots from Abkhazia includes “Russian community of the Republic of Abkhazia”, Russian cultural center and Association of economic assistance to the Russian compatriots in Abkhazia.
